For nearly 20 years, The Triwest Financial Group Inc. has acted as a New Markets Tax Credit allocator under the U.S. Treasury's CDFI Program (CDE 02NMC001030), delivering tax credits aimed at affordable housing, economic development, and job creation. Recently, it has partnered with a Native American CDFI Bank to deploy impact funds ranging from $1,000,000 to $100,000,000 for various real estate projects across the U.S. Additionally, its capital advisor in New York collaborates as a correspondent lender through JP Morgan Chase, one of the largest CDFI banks in the nation.

Rick and Tess Chantengco, insurance, banking and real estate pioneers sought a better life in America, emigrated from the Philippines as professionals in engineering and nursing, respectively. They later became entrepreneurs and founded Chantengco Realty Inc. in 1971. Initially focused on providing real estate services to first-time homebuyers, they broke the barrier of minority ownership and progressively expanded into residential development and commercial real estate. In 1978, they co-founded Pacific Commerce Bank in Chula Vista, CA, evolving into a prominent C&I bank that caters to commercial and industrial loans for cross-border professionals and business owners, alongside fledgling manufacturing, assembly, and logistics firms in the U.S. and Mexico.
Their first San Diego real estate and mortgage office was situated along the main corridor, Third Avenue in Chula Vista, complemented by satellite offices in Paradise Hills and Mira Mesa. Chantengco Realty was among the initial pioneers in the Electronic Realty Associates (ERA) network and consistently ranked as one of the top franchises in San Diego County until 1993. The firm’s commercial division actively participated in sponsoring several real estate partnerships that own and manage multifamily, mixed-use, retail, and hospitality assets.
In 1994, the second generation, J.R. and Jackie, joined the family office and rebranded it as The Triwest Group. The mortgage division originated HUD, Fannie Mae & Freddie Mac agency loans, conventional financing, as well as commercial and construction loans. Today, the Triwest Group is recognized in the top 20% for seller-represented short sale services, bank-owned (REO) sales, and resale transactions as rated by Homelight, an independent third-party firm.
